In an effort to curb increasing mercenary and resistance activity against Shutoral installations in urban areas the oberkommando, late in 2885, commissioned a competition for a self contained site deployable manned security station. The winning design by Puch-Stiener evolved into the ru/K-323, more commonly known as the ROOK, design to support a two man crew for 14 days before resupply.

The ru/K 323 proved very successful when utilised as designed and in most areas deployed reduced mercenary and resistance attacks significantly. The manned station also reduced non-combatant and civilian casualties commonly resulting from automated only security plans.

The ROOK was later incorporated, in modified form, as a key component of the Modular Mobile Fortification system which became, in its various configurations, a common feature of the landscape from 2886 to 2889 when both the ROOK and the MMFS were phased out of service.
