A TOE is a Table of Organisation and Equipment. It's role is to show - on paper - the organisation of any particular unit, and list exactly what equipment that unit should have.
The TOE as listed by me deals only with combat units and not their additional organic support elements (like the catering train) and predominately deals with ground forces. Air support is not usually attached to Battalions, but instead comes from the special air units which is generally called upon as and when a mission requires it.
Trucks can be used to represent staff vehicles as well as normal trucks, and may be of a variety of types, such as the truck/Kraftwagen or the Sph 69 Hovertruck.
The TOE are actually fairly easy to read, even though they are not done in the standard way. One of the reasons for that is space - I didn't want people to have to keep scrolling horizontally when on the web, vertically is the norm.
Using an example, we find the following:

At the very top of the chart is listed the size that the table represents. In this case, we are looking at a Company. Everything coming under and from the initial black vertical line represents a unit that belongs to the Company.
If a unit comes branches from the initial Company line, then that unit comes under the control of the Company HQ, which will be the first item listed. Thus in this case, the Armoured Infantry Platoons and the Heavy Weapons Platoon all come under the direct control of the Company HQ.
If a unit has additional vertical black lines stemming from them then this shows that that unit is split up into further divisions. All these divisions will come under the HQ unit for that division.
The number in brackets next to a unit details how many of those particular units exist in the organisation. Thus there is 1 company HQ in the organisation and 4 further platoons.
Italic descriptions list exactly what is comprised in each unit. So, an Armoured Infantry Platoon actually consists of 4 PK41 Hornisse, and this is the smallest subdivision possible.
Thus, going from this, we can find that a Mobile Armoured Infantry Company consists of 2 Neuspotters, 2 Nutrockers and 16 PK41 Hornisse.
